All records are available except records or portions of records that:
Are specifically exempted by state or federal statute
If disclosed would result in an unwarranted invasion of personal privacy.
If disclosed would impair contract awards or collective bargaining negotiations.
Are trade secrets or are maintained for the regulation of commercial enterprise and disclosure would cause substantial injury to the competitive position of the subject enterprise.
The Government Agency must, within five business days make records available, deny access or Cite extraordinary circumstances resulting in delay and give written reasons for a denial except
Minutes of open meetings must be made available within two weeks.
